Some Aspects of Conducting Tests of Weapons and Military Equipment According to NATO Standards
Abstract
Purpose. To investigate the directions of testing weapons and military equipment (WME) in accordance with NATO standards, to analyse specialised bodies of NATO member states, and to identify mechanisms for implementing standards in Ukraine's national WME testing system.
Method. A combination of general scientific and special research methods was applied: system analysis, synthesis and comparative analysis. NATO military standardisation mechanisms were reviewed, the regulatory framework (STANAG, AEP, AOP) was analysed, and the international experience of specialised testing institutions was generalised.
Findings. The main directions and stages of WME testing according to NATO requirements were identified. Applied aspects of NATO and US standards by field of application were systematised (Table 1). The network of NATO research and specialised institutions (NATO STO, CMRE, MSIAC, NSO, etc.) involved in the development and testing of weapons was analysed (Table 3). A three-level structure of testing was generalised: initial, main and final stages with baseline tests (Table 2).
Theoretical Implications. Theoretical provisions on the structure of NATO standards in the field of WME testing were systematised. Mechanisms for adapting the Safety, Suitability and Effectiveness (S3) principles to the conditions of Ukraine's national standardisation system were identified.
Practical Implications. The findings may be used to develop methodological guidelines for implementing NATO standards (STANAG) into domestic WME testing programmes and methodologies, contributing to the achievement of interoperability of Ukraine's Armed Forces with NATO member states' armies under STO and SPS programmes.
