Analysis of the Ways and Means of Creating (Developing) Laser Weapons in Ukraine: Features and Recommendations

Abstract

Purpose. To analyse and substantiate the ways and methods of creating (developing) laser weapons in Ukraine, defining for each the characterisation of actions, end results across planning horizons, possible risks and feasibility, with emphasis on air-defence tasks and countering Shahed-type loitering munitions.

Method. Analysis; synthesis; comparison; systematisation; formalisation; expert evaluation; scenario (forecasting) approach.

Findings. Three main paths of creating (developing) laser weapons are identified – autonomous (national), import-and-adaptation, and cooperative-transfer; for each path, methods of implementation are proposed, the characterisation of actions is given, end results for short-, medium- and long-term horizons are defined, risks are identified and feasibility is assessed; an integrated (hybrid) model is substantiated as optimal.

Theoretical implications. The results can be used to form a state targeted defence programme, to improve defence planning and defence-industrial development policy in the field of directed-energy weapons, and in scientific and educational programmes.
