Military-Strategic Prerequisites and Methodological Foundations for Substantiating the Target Model of the Armed Forces of Ukraine Considering the Role of Unmanned, Robotic, Cybernetic, Space and Information Capabilities
Abstract
Purpose. To substantiate the military-strategic prerequisites and methodological foundations for shaping the target model of the Armed Forces of Ukraine for the period up to 2035, taking into account the experience of the large-scale armed aggression of the Russian federation and the growing role of unmanned, robotic, cyber, space and information capabilities.
Method. Systems approach; analysis and synthesis; comparison; extrapolation of stable trends; formalization and evaluation of the material; abstraction and scenario modelling.
Findings. An irreversible change in the character of armed struggle has been established (≈ 70–80 % of combat losses are caused by unmanned systems); a strategic image of war up to 2035 has been formulated; the need to embed the new capabilities as primary components of the future force has been substantiated; the concepts of “capability” and “combat capabilities” have been distinguished and a methodology for substantiating the target model has been defined.
Theoretical Implications. The results form the methodological foundation of the Concept for the Development of the Armed Forces of Ukraine and can be used in defense planning, the design of future organizational structures, weapon development programmers and in military-building curricula.
