Rapid Procurement of Armament and Defence Equipment in Ukraine under High-Intensity War

Abstract

Purpose. To analyze and substantiate rapid defence procurement in Ukraine, using the example of the procurement of armaments and military equipment characterized by short innovation cycles, in the context of high-intensity warfare as an integrated defence capability-management cycle.

Method. Theoretical analysis, comparative legal method, institutional analysis.

Findings. As a result of the conducted analysis, it has been demonstrated that the speed of procurement acquires managerial significance only when combined with the proper identification of requirements, an appropriate legal framework, sustainable and diversified funding, controlled procedures, feedback mechanisms, and end-to-end oversight.

Theoretical implications. Lies in conceptualising rapid defence procurement not as a simplified wartime procedure, but as an element of a broader defence capability acquisition and development cycle, in which procurement constitutes only one of the phases in transforming an operational requirement into an actual capability. The article contributes to the development of scholarly discourse in the fields of public administration, defence policy, and European integration processes.

Practical implications. Lies in establishing a framework for assessing the effectiveness of rapid procurement against the criteria of timeliness, requirement conformity, legality, financial sustainability, accountability, risk management, and contribution to capability development.

Value. Lies in the fact that, for the first time, Ukrainian rapid defence procurement in the context of high-intensity warfare has been conceptualised as a managerial cycle of defence capability development. The proposed cycle integrates procurement legislation, defence resource management, short-cycle innovation, and acquisition logic oriented towards full lifecycle management. The study adapts the logic of defence capability acquisition, based on capability-based defence planning approaches applied in the United States, to the Ukrainian realities of conducting high-intensity warfare, thereby establishing a theoretical and practical foundation for the further development of an integrated system of defence management, defence procurement, and defence capability management in Ukraine.
