Civil Protection as a Means of Ensuring Environmental Safety and Occupational Safety under Wartime Conditions
Abstract
Purpose. To conduct a comprehensive analysis of the impact of military actions on environmental safety, occupational safety, and public life safety, as well as to determine the role of civil protection in ensuring societal resilience.
Method. The study employed methods of analysis and synthesis of scientific literature, statistical and comparative analysis to assess the dynamics of environmental damage, occupational injuries, and the activities of the State Emergency Service of Ukraine during 2022–2025, as well as graphical methods for the visualization of research results.
Findings. The findings indicate that military actions cause extensive environmental damage, environmental pollution, and significant changes in the structure of occupational injuries. The greatest losses were recorded in the lithosphere and natural ecosystems. An increase in the share of occupational accidents related to military actions was identified, while psychophysiological and organizational factors were found to be the leading causes of workplace incidents. The study also demonstrated the high adaptability of the civil protection system and the State Emergency Service of Ukraine to wartime conditions.
Practical Implications. The results can be used to improve environmental safety measures, occupational safety management, risk management practices, and the effectiveness of civil protection systems under wartime conditions.
Originality. The study provides a comprehensive assessment of the interrelationship between environmental, occupational, and social risks and evaluates their impact on the functioning of the civil protection system during wartime.
Limitations research. he study is primarily based on official Ukrainian statistical data for 2022–2025 and does not include cross-country comparisons or long-term assessments of wartime impacts.
