Evolution of approaches to personnel management Ukrainian army under the conditions of the state of martial
Abstract
The purpose: analysis of approaches to personnel policy, which are used in the public sector of the countries of the world and, in particular, in the Armed Forces of Ukraine, its directions, forms and methodological principles.
Method: comparative.
Research results: the main types of personnel policy are highlighted, among them - state-level, active direction, closed and competitively oriented. It was determined that the pre-war concept (until 2014) regarding the greater effectiveness of engaging civilian specialists to perform tasks in the Armed Forces does not live up to its expectations in wartime. This is related to the specifics of the tasks being performed. The components of personnel policy are analyzed, the place and role of the educational component in the strategic concepts of personnel management is determined. One of the key tasks of personnel management, in particular, in the field of logistics support, at all levels is primarily the issue of the formation of a professional military through high-quality training of military specialists, their promotion along the career ladder and the most effective use of human resources to solve the tasks set before the Armed Forces.
Value: the definition of strategic concepts of personnel management in the conditions of martial law will allow to achieve the optimal level of efficiency in the use of human resources to solve the tasks set before the Armed Forces.
